What is ENS Declaration?

Entry Summary Declaration (ENS) is a security filing submitted to UK customs before goods arrive. This advance information enables border agencies to assess security risks—illicit trafficking, prohibited goods, national security threats—before shipments enter UK territory.

January 31, 2025: New Requirements

Before Brexit, safety and security declarations were not required between UK and EU. From January 31, 2025, all EU-UK imports require Entry Summary Declaration.

Separate ENS Filing: UK imports require distinct ENS filing separate from EU processes. Companies importing into both territories need two separate workflows.

UK EORI Number: ENS filing requires unique UK EORI from HMRC (separate from EU EORI). Businesses trading with both UK and EU must hold two separate registrations as systems do not cross-recognise.

Reduced Dataset: UK ENS for EU imports has 20 mandatory fields plus 8 conditional fields for dangerous goods, controlled items, or specific routes. HMRC encourages providing complete data where systems support it for faster processing.

Required Information

Entry Summary Declarations must include:

Consignor/Consignee: Full names, addresses, EORI numbers (where applicable)
Carrier: GB EORI number, transport operator identity and contacts
Goods: Detailed description, HS commodity codes, reference numbers, package quantities, total weight
Transport: Vehicle identification (vessel name, flight number, vehicle registration), border entry point, estimated time of arrival, loading/unloading locations
Route: Transport mode (sea, air, road, rail) and complete routing details

Filing Deadlines

Sea Freight: 24 hours before vessel loading at origin port
Air Freight: 4 hours before aircraft arrival at UK airport
Road Freight: 1 hour before arrival at UK border crossing
Rail Freight: 2 hours before arrival at UK border

Late or missing ENS results in cargo refusal at borders, port delays, HMRC penalties, and supply chain disruptions affecting delivery schedules.

Carrier Responsibility

Brokers can file as representatives, but carrier remains legally responsible. UK Border Force strictly enforces ENS—carriers without correct declarations face boarding refusal, Do Not Load orders, and penalties.

ICS2 (Early 2026)

Enhanced ICS2 requirements from early 2026 will affect GB-Europe shipments requiring additional data elements, earlier deadlines, and ELO procedures. FF Customs & Logistics will support clients in transitioning to enhanced requirements.
